No, its a local parish. Bishop Curry is originally from Chicago but now is in NYC where the Episcopal Church is headquartered. Bishop Curry is the primate/leader of the denomination.

Yes, you are correct. We are part of the Anglican Communion in which the Church Of England is the lead community.
